It seems to be using a block chain to implement securities trading (i.e. a stock market). I will refrain from speculating on whether or not that is a good idea.
Seems like it's a transaction brokerage service. I don't think the problem is the finance jargon, but more the fact the site doesn't show anything of substance (apart from the unexplained blockchain search widget). It doesn't seem you can actually try this service out yet - or maybe you can, but you have to talk to their sales team first.
I'm not sure how it's at the top spot on HN's front page though, so I might have missed something. Maybe upvoters have a piece of context that we don't.
The DNS is hosted by overstock.com, and there isn't any info about people involved on the site (or in the DNS whois). <sarcasm>Of course I will trust them with my finances</sarcasm>

I have to say, this is one of the least clear landing pages I've ever read - at a complete loss as to what exactly t0 is...
