Bug: "You're submitting too fast. Please slow down. Thanks."

Yesterday I was trying to reply to http://news.ycombinator.com/item?id=1008720 I always got "You're submitting too fast. Please slow down. Thanks." even though it has been 30 minutes since my last post. I tried again and again over several minutes. Voted on some stories and flagged others in the meantime.

10 hours later it worked again.

I am still unable to submit new stories which is why I am posting this with a bugmenot account (thanks god for them).

PS:Also the site is very slow for me, is that me or the site?
