I have a friend who is transsexual and is being discriminated against via Facebook. Someone reported their image as "showing a full breast", yet the most is shown is cleavage.

What are the proper channels to defend against this? How do they protect themselves against LGBT hatred and private reporting?

My picture in my pin up dress was the one reported. There is no nipple showing, just my amazing ample cleavage which someone seems to be jealous of.
