Because "Write and they will come" is not true. You need to market your blog and drive traffic to it.

Try to post your articles to a place where they would be relevant. If your blog is about programming or startup, people from HN might be interested in it and upvote it. Then, once the search engines know about your blog, you can try to do some SEO so people will find it when looking for something related.
