Looking for a program or someone who can make it for me

So the program is pretty simple, I just want a software to be able to manage people who own me money and send me emails when 1 month has passed and they haven't payed me and I'd like to be able to see all the information from anywhere so a webpage would be best (with login and password so that other people can't see how much anyone owns me).
