Really, other than possibly connecting a few wires, the kid didn't build a clock. He took a clock, and put it in a bomb-looking suitcase.
It seems unlikely a kid would intentionally try to get in trouble for carrying a bomb. But it seems even more unlikely that he would put a clock in a bomb-looking suitcase and bring it to school as a science project.

Sorry for the tone of my replies, seivan, you're probably a perfectly nice person who I would get along with just great in real life. Dawkins creeping around picking on a 14 year old boy and unable to stop himself from saying the stupidest and meanest thing possible at every opportunity is really getting to me, especially because I once admired him. It feels ugly to watch him self-destruct.
