Has microsoft created the largest botnet to date through its windows 10 deployment?

I am talking about the forced updates. With forced updates, they effectively have read write access to any system running windows 10. Theoretically, is it not extremely easy for Microsoft to use millions of computers to ddos a target, or decrypt anything using parallel processing, or even effect power grid drains?

What oversight is there?
