Ask HN: Is HTTPS everywhere an opening for government licensing of websites?

This came up in conversation the other day. If all websites require a certificate to run HTTPS, what's to stop the government(s) turning that into a license?

Would the government be able to do deep-packet inspection again if they issued the certificates?

Is there any way we can stop this?
