Having both JVM and Web runtimes for JavaFX will be a viable solution. It will be a similar solution to multiple rendering backends like React.
If Oracle can innovate on JavaFX toolkit for Web as the next iteration of JSF (3.0 ?). I can see devs showing interest, as the current web component based development is not at all standardized and enterprise level toolkits are not available.
P.S Having worked at Oracle in the past I highly doubt this will happen.
