If I had a billion dollars, I'd try to develop a software tool that analyzes the behavior patterns of people in important positions in order to identify A) people who are more likely to be: amoral and destructive and B) hidden people who are likely to be strong, moral, and capable leaders.
I think it would take a team of special people who are both smart and not likely to get emotionally involved and fool themselves; decades to produce something like that.
