Why isn't Apple adding OpenVPN and GPG to iOS/OS X?

Since Apple is almost advertising it's iOS encryption of user's data, why do they not add the OpenVPN and GnuPG implementations to their OSs ?

I just have a basic understanding of these technologies, but from what I can read, they seem to add quite a good amount of security (even if this wouldn't be ideal for the "web of trust" of GnuPG).
