Prelaunch Tools/Templates vs. Hiring a UX/Developer

I wanted to get your opinion on using Prelaunch tools such as Kickoff Labs or any of the others versus hiring a UX/Developer to create your landing page. Do the advertised benefits of A/B testing, email lists, etc of the prelaunch tools make them worth it?
