Ask HN: Ethics around analysing leaked Turkish citizenship data

So yesterday the Turkish citizenship database was leaked and made it to the front page. I downloaded the sql file but haven't looked at it. A friend warned me about ethical boundaries.

What are the ethics around analysing the data there in aggregate form (not individual info). Meaning, if I scrub the ID numbers off, and date of birth off, and look at top X names/places etc.
