Twitter trends are broken and the fix should be simple
There are real trends and fake troll trends. The goal is to identify the latter and either kill it or mark it as dubious so the audience can outright ignore it. Fake profiles used to pump a troll trend are very sophisticated nowadays: real names, real pictures, seemingly real profiles, and then there are farms of real people posting using the fake profiles. AI algorithms would have a hard time discerning fake from real while adding a captcha to each tweet would have no effect stopping it since real humans will pass it. In sum: Twitter is aware of what's going on but cannot do much to prevent it. However, it is possible to tell a trend is troll-made: the audience can easily see it. Many of these fake trends are build up in response to a real trend, in particular political issues. Once you are following a real trend you can easily spot when the fake one is bubbling up. So the audience could mark the fake trend, or down-vote the fake trend, so Twitter can post the number of down-votes next to the trend. In a way is like adding the unlike button to FB.
