Ask HN: Has anyone attempted an 'open bot platform'?

Basically, an environment where one person could broadcast requests where any bot developed by anyone could see them, and than any bot could respond (With some kind of algorithmic ranking system to not every response is met with 50 hitler posts)

I can see a couple of downsides (Spammers would flock to the system and the developers of the curation system would have to be aggressive about weeding them out, its giving up a lot of user data which tech companies like to hoard, various privacy concerns)
