I think there's a difference between 1) a city being a "startup hub", 2) a city being saturated with startups, and 3) a city being completely run by tech companies. I see this as indicative of #3 and not of the other two.
No. London is just not only a startup hub.

8.5 million people vs 0.8 million.

This test also fails most of NYC. I enjoy fancy food, so for me, I find "jackets required" worse than "sport shoes" at a bar. Either way, it's always great to come home to San Francisco and know you're welcome to come as you are ;).
