Ask HN: Twitter Scratch Reel?

Does anyone here have early access to Scratch Reel? It was announced last year but I just heard about it today - it makes your gifs "scrubbable" but only a few accounts have access as far as I can tell.

I've got a project that posts gifs to Twitter so I'm trying to find a way to get us into this program.
