Peace Officers Not Militarized Police

There should be crisis units that are trained to use non-lethal means to subdue potential threats that are not holding a hostage, near no one and have no fired their gun or pointed it at anyone. Crimes committed with guns should be severely punished with mandatory jail time.

Negotiation, nets, 'knock-out' darts with say poison dart frog poison (and antidote along side) are some facile solutions that come to mind.

Why should a cop or civilian be in fear because police walk up to cars subjecting both parties to unnecessary risk. Asking a civilian to exit the car and place hands on the car is possible. Or make two way communication possible and both cop and driver stay in their cars. If a car flees tag it with a device to follow it and impound the car. and ask the person to turn themselves in then if necessary capture them. Make up some safer procedures yourselves. How about a startup for non-violent police interactive technology and procedures consultation.

Police need to recruit and train citizens from the neighborhoods they are policing to become police and negotiators.

Why did Cleveland police drive right up to Tamir Rice putting themselves in the position of shooting him thinking he had a real gun? Because they were trained wrong.

And civilians need to not automatically feel they are in danger when confronted with policemen and see to it that their employees the police change their procedures to make that happen.
