Ask HN: How to live-stream my dog's life to the world?

I want to put a camera on my dog's collar and livestream his awesome life (eating treats, sleeping, playing with balls, etc) over my wifi to a public-facing website.

I have already raised a $80 round of seed funding from some cash I found in an old pair of jeans.

Can anyone help me understand how to do this? I'm not really a hardware guy. One consideration is that I really don't want my dog to be bothered by the camera.
