EDIT: there is also an occasional 503 coming through, so it's probably a load balancer mis-configuration issue. They will be able roll it back in no time.

"NS" in the Server header, by the way, stands for NetScaler.

Do we really need these X is down posts? It's a pity that Youtube is down but it's not going to affect my day enormously and until there are technical details of why it was down it's rather tedious.
It is not always wasteful. Like I learned from one of the comments here that it could be a load balancer issue as other pages seem to be working.

Though I agree such posts are not terribly useful by itself, discussion around it can be interesting and insightful.

Thumb rule: when used as a verb, it's pretty much always "affect"; when a noun, "effect".

Alternately, John might actually mean he doesn't think YouTube being down will cause his day to happen enormously. :)
When I was young and learned that, I equated "Affect" to "Action", making "Effect" "Not An Action." It's silly, but I still use it to this day.

Im surprised no one has put forward:

It seems more of a DNS round robin thing. I did jump to think of China when I first saw the headline also.
I'm not sure but I think yesterday and today all network is suffering from DNS issues.

But definitely strange, yesterday Google Analitics,reddit,Wikipedia(EN) were down,and twitter and gmail behaved strangely. Maybe was just the bad day for the network :)

Wow still dead wonder how much money this costs them? Guess it would be offpeak time right now which would be something I'd be thankful for, which is why we're shutdown and am running maintenance right now.
Aren't they cash flow negative? If so, they're actually saving money the longer they're down. Maybe it's a cost-cutting maneuver. :)
