I don't get it. Why would you want to ban anyone from Twitter? If you don't like how someone is behaving, you can stop following him/her. If they are link-spamming, you can report spam. Is there any problem with those solutions?
Things like netiquette are useful when you broadcast your messages and some people are likely to read them even if they don't know you directly. But in a service where you have to opt-in for each contact? Why complain?
Exactly. He's more than welcome to not follow people who use the platform in a way that he disagrees with. This is just as bad as people who tell others that they're using twitter wrongly. Some people really do use it like a group chat. Some people try to use it to spam others. Some follow interesting people and, for the most part, just lurk on Twitter. There's not exactly a "right" or "wrong" way to use it.
