Why are cellular data tablets more expensive than wifi-only tablets?

I would think that carriers and manufacturers both would rather sell tablets that had the option to use cellular data, and consumers would rather buy them. But they cost a lot more.

Is it because of the licensing costs of cell phone chips, is it that expensive?
