Seeing it here too. Curious that I haven't heard anything from Google about this. Usually whenever there's any kind of temporary outage with a Google service we get spammed with tens of emails letting us know.
edit: It appears it just came back for us. Still no word from Google though.
This morning was real confusing.
Couldn't find any status pages showing disruption, users couldn't log into the system but could use it if they were already logged in.
Ran around like a headless chicken until I spotted this and a couple of vague tweets about Google+ being down.
I started a Google Support case these are some of the responses I received:

Sorry about that, unfortunately we don't have control to update the Google Apps Dashboard, but I've passed that information to the appropriate team so they can update it as soon as possible.
