Well, look at it this way. We all have a pretty good idea the kinds of sophisticated tools (and questionable tactics) employed by the likes of Facebook and Google.
Well, they are just trying to make money. The DNC and RNC are playing for bigger stakes, so I would expect their efforts to be that much more dedicated and sophisticated.
Both parties has been profiling voters for years and years, and with the advent of more sophisticated targeting advertising techniques, both online and now in more traditional media, are leveraging that data to deliver highly tailored messages to specific voting blocks (e.g., trying to tip purple voters).
Frankly, I'm surprised anyone is surprised by this.
