To be such a place, people would have to feel like their effort was appreciated. Opinion that is not in line with the majority is appreciated by some on hacker news. The problem is approving voices are few, and the rest are very happy to use their flag, for many reasons. Humor seems to be one of the triggers that sets a vocal minority off.
There's also the question of where we should draw the line. It's very different if you post a funny video of a cat, or if you write a joke at the end of a comment. IMHO the latter is OK.
Sure, assuming the right time as well as place. Delivery matters. Raw jokes generally don't do well. Schadenfreude generally doesn't do well. Sarcasm generally doesn't do well. Jokes based on stereo typing 'the other' generally don't do well. Drive by one liners generally don't do well.
Humor that isn't mean, that is relevant and without agenda, can work when it flows naturally within something well written and not written just for the jokes.
