Ask HN: Robust chat bot platform?

I am looking for a platform that allows me to create chat bots that are multi lingual, have expressive control languages, can host large data sets, and can be easily hosted on any site or facebook.

Ideally I would like to be able to help people to navigate thru various government services by asking the a couple of basic questions and then either create a document, redirect to an url, etc.

So far Motion and Chatfuel have been lacking in features.
