7.3% of people who responded to a survey about online snooping, that was run by a VPN company. That doesn't equate to "almost one in ten" people.

In fact, if anything, I'd say that survey signals that most people probably aren't actually worried about it. 1/3 of the respondents said the law wouldn't change what they do online.
