Idea to stop riots, racism, bigotry, etc.

Here's an idea. Let's pass a law that ad revenue cannot be earned for news / content that promotes riots, racism, bigotry, xenophobia, homophobia, etc. It seems many are now making money off rioting and posting to youtube and across social networks.
