Any IC with capabilities similar to the secure enclave found in Apple iPhones?

Does anyone know of an IC with capabilities similar to the secure enclave found in Apple iPhones that is available for purchase at volumes of just a few at prices that are not "business/enterprise/government"-price, that is to say, something that costs less than say $300?

Specifically I want about 4k of re-writable persistent memory protected by a four-digit PIN, with strong physical security that makes data extraction impossible, which requires the PIN in order to read the memory, and which wipes itself upon three successive inputs of incorrect PIN, and which also outputs a high value when it wipes itself so that other components in the circuit can act in the same fashion. And of course it should also have the possibility of voluntary wipe at any point without a PIN.
