Ask HN: Suggestions for Starting Up a Free WordPress Hosting Operation

I have been commissioned to set up a complete free WordPress hosting operation; as a turnkey job. The client will provide all resources (hosting etc.) I recommend (and obviously, pay my fees :-)).

I have been working on (draft) product/tech and marketing plans and would appreciate any/all possible suggestions from the folks here.

This is what I have thought so far (bullet points ending with a question mark are where I'd particularly appreciate input):

Product: - Free WordPress hosting (On account creation, the users will simply receive wp-admin login credentials) - 3 GB space ? - Unmetered traffic ?

User Registration: - To begin with, the client wishes to allow registrations only from specific countries. This is a very important criteria for the client so to ensure this, I am thinking of requiring users to send a text message. Any comments/alternative suggestions for this?

Hosting: - A Kimsufi or OVH dedicated box to begin with ?
