Given Beale is described as a climate change expert in the headline and the first sentence, I was hoping to find a description of why he's considered such in the article. There is none. From the (admittedly limited) reading I've done elsewhere, describing him as such is not well justified. He was an EPA administrator and in that role worked on Clean Air Act regulations, but doesn't have a background in climate change in particular.
The juxtaposition of "climate change expert" and "fraud" in the headline also give the impression that the fraud is related to climate change, when in fact it's due to his claiming to be a CIA agent, making fraudulent expense claims, and failing to do his job.
