Ask HN: How do you do scheduled notifications?

I've been researching how to do scheduled notifications and can't seem to find any open source libraries that handled scheduled actions in a Highly Available and scalable way. Do any of you have scheduling services or scheduled notifications? Do you use a 3rd party tool or did you write your own? If you write your own, how is is architected to be HA and scalable?
