TL;DR: An economist unhappy with the past election engages in tea leaf-reading and declares the United States to now be on the path towards being a third-world dictatorship.
Friedman won the Nobel. Krugman also won the Nobel even though he obviously has a completely different concept of reality. So the Nobel in economics carries about as much authority as a coin toss. Then there's the litany of left and right leaning sites that tally Krugman's track record. From either side it is, charitably speaking, no better than a coin toss.
Why does the NYT give this guy a venue? My uncle (and probably your uncle), at Christmas dinner, with several glasses of wine in him, has a dramatically better track record.
All I'm getting out of this is that if you graduate from Yale, you can set yourself up as a professional bone reader and make a nice career out of it.
