CintaNotes – in which language is written?

CintaNotes is an excelent program capable of clipping text from any application via a hotkey. I want to make something similar for me as full version of CintaNotes costs a lot of money. Does anyone have an idea which program language is used for CintaNotes? And is Delphi a good choice for capturing text from other application windows?
