Is a simple non-violent oath in the name of Allah enough?

Is a simple oath in the name of Allah to neither commit, encourage, nor aid acts of violence while visiting the U.S. enough to protect us from fanatical Muslims? Forswearing in the name of Allah would surely ban one from Paradise in the minds of the sorts of Muslims who commit terrorist acts.
