It's worth noting (but not in the article) that the order would not affect independent agencies, including the EPA.

The U.S. regulatory and legal system is badly in need of some kind of garbage collection mechanism.

There has been multiple suggestions of sunsetting regulation after a period of time (10 years is a common suggestion) unless renewed. I would first like to see one website in the .gov that had every federal regulation on it just as a starting place.
