Ask HN: Does all Ph.D. really deserve a scientist tag?

Recently I came across couple of Ph.Ds who has very poor understanding of the field they supposed to know, and they are not eager to learn. Some of them don't even understand simple math. Should not we stop treating Ph.D as some kind of license and start giving everyone a chance to to do research?

Also why not there would be open source research platform where anyone can give their ideas.
