Ask HN: How to make a quick web app in 2017?

I am not a web developer, and the last time I touched the web was as a hand-coder of bad HTML.

I'd like to make a web app, but I don't like rails (very heavy apps, and kind of slow to my liking). I actually have considered doing wordpress - is this the best for a web app? (Actual web app?)

Or what kind of lightweight framework do you recommend in 2017?

I can program but would prefer something accessible and user-friendly enough that I can start without knowing how to.
