How many face difficulty in getting leads?

How many of you guys face difficulty in getting new leads?

I had discussions with a few startup CEO's and Marketing heads who try out their hands in outbound and end up purchasing leads for $1000 getting no ROI.

Does any one of you here face a similar problem?
