Diversity initiatives have the right idea, but they introduce a bias based on attributes that aren't even legal to base NOT hiring on, and instead they encourage knowing the attributes so they can actually fill a quota.
If there are laws against discrimination there should be no questions asked of candidates to identify them.
Quotas exist purely for political correctness. It doesn't favor the right person for the job. It favors the right person with the right gender/ethnicity/etc for the organization/company.
