Hiring for speculative summer project?

I'm probably in a situation that is familiar to some here. I'm a PhD student with a highly speculative research project I'm working on related to data analysis. I'm fully invested for the summer (i.e., not sleeping) but will certainly fail without some additional help. It's too big a project.

Because of the chance of failure, I'd prefer to hire somebody with the limited funding I do have (~$5000). At the same time, a low-skill hire I'll be flooded with posting on craigslist is essentially worthless. What I need is somebody who lives and breathes web app development -- the product will be horrible if the frontend is horrible.

How does one go about finding somebody like this? I have very little sense for how to find talent for a speculative, relatively low-paying, summer gig.
