Why does uber not have a dog option?

I regularly want to bring the dog I fly with in an Uber. I don't want to have to call ahead every time because that is inconvenient and if you don't call ahead the drivers can be rather upset that you didn't warn then about the dog. So why can't pet friendly cars be matched to those with emotional support animals?
