Ask HN: How do people send 'SPAM'?

If Azure, Amazon, Mailgun, Sendgrid etc all monitor their outgoing email traffic, how are people possibly getting around this this to send'SPAM' emails? Note: I understand people use bot-nets, but I'm interested in hearing what other techniques people use.

Important: Let's not hate on the question and assume the questioner has evil intentions :)
