I've been assuming neurological decline and/or a medically-diagnosable issue.

It's really, really awful to listen to; he speaks like a small child. It is a noticeable change from even a decade ago.

Indeed. I listened to a clip of him in the 1980's and I nearly could not believe it was the same person today! If it's simply aging that accounts for this then he is not aging well. My dad 76, who doesn't have a college degree sounds nothing like Trump does.

Heard that he takes finasteride for the hair. This drug screws with the steroid system; Progesterone is rather important for brain health.

Some of el presidente's linguistic choices are technique. It's said that Bandler & Grinder had troubles with the editors "fixing" their books - the editors didn't realize the wording was intentional.
