I want to create a picture website like http://xeof.net/list/

where users can add their photos and comment. how do I do it? can anyone guide me on this please, starting with programming languages, et al? thank you all so much!

Well it depends. There are many things you could simply install and would work similarly. If you want to do this as an exercise in learning to create web applications I suggest http://www.buildingwebapps.com/learningrails
