Link in-house development team to company revenue?

Working in a non-IT company isn't easy in a sense that shareholders find it hard to justify expenses on tools / platforms, better resources altogether.

We have a small software development team and its currently considered as overhead while budgeting for the year.

Have you every been in this situation and tried to link work done in-house to revenue generated by the company? I want to do this because its hard to get salary raise and even harder to get funds for better tools.
