The simplest explanation for this is that rules for adding a voter are more active than removing one. And over time as people move in and out of a county (or even within one), the accumulation increases.
If you rounded up every person even suspected of having committed voter fraud in the past few elections, you might have enough staff to run a McDonalds in a small town.
But even if it were an actual issue rather than a manufactured one, Judicial Watch is not a legitimate source of information.
Once again, people registered to vote and people who vote are not the same thing. As anyone with a lot of DB experience, I appreciate how hard it is to keep data fresh.
