Interesting slides, hybrid-cloud is definitively a challenge and the community need better tools. However, I am not really fond of resizing the instance fleet afterward due to a bad cost management or workload estimation. It's risky and costly, especially if you do not have a good orchetration tool.
You should, in priority, try to estimate your needs first and find the best offer accordingly.
