Well, once NYC spends some serious time under water, there will be less reticence. It'll be a while, of course. But it's now inevitable.
That happened back in 2015, right? I seem to recall a movie that made that claim ;)
Article is just an excessive length "I told you so" directed towards people doubting climate change with no new information.

Climate change -> more rain -> Harvey.

That's a feature, not a bug - housing in Houston is notably cheaper for that reason (amongst others) than elsewhere in the country, and the world.
