Dim-Witted Prize Bulls

In Paul Graham's essay "Why Nerds Are mea it that they are mentally slow and cannot think for themselves and can Unpopular", he mentions that some kids are dim-witted prize bulls. Does he mean that some kids cannot think for themselves ? Is this also a genetic thing like low IQ's and retards ?
